regsvr32 \windows\system\ober300104.zip

Windows NT or 2000:
regsvr32 \WINNT\system32\ober300104.zip

Windows XP or Vista or Windows 7:
regsvr32 \windows\system32\ober300104.zip

To replace the ober300104.zip file:

Close all open programs.
Click Start, point to Find, and then click Files or Folders.
In the Named box, type ober300104.zip.
In the Look in box, click My Computer, and then click Find Now.
In the search results list, right-click ober300104.zip, and then click Rename.
Type ober300104.zip.old, and then press ENTER. If there are multiple copies of the ober300104.zip file in the list, rename each copy.
